If your statement: "On the other hand, lotteries always seem to target the disadvantaged, don't they?" is true then logically there must be a tremendous number of "disadvantaged" people in our country given the stakes offered and the numbers playing. I never thought of myself as "disadvantaged," nor that of any of the other millions of people who purchase a ticket now and then (especially when the odds, and the reward, get higher.) You wouldn't want me to give up my hope (more like a fantasy) of a higher quality life style would you?
